13. Curbside Collection and Impacts on Materials Recovery Facilities (MRFs) and Municipalities
Goal: To address the fair concerns of MRFs and municipalities regarding financial implications of changes to material throughput.
Potential Key Elements:
- Program addresses whether curbside programs shall be paid for collection of redeemable containers; this should be decided with a view toward maximizing quality and quantity of containers collected and actually reused or recycled
- If payments are made directly, then protocols are necessary to determine which parties will be compensated, and clear standards are needed for amount of compensation and what they are being compensated for

- What changes in material flows will occur as a result of implementation of a deposit system, and what will the impact be on municipalities and MRFs?
- What are the economic effects of the changes in material flows?
