•    Bottle Bill Progress in New England: In 2021, Connecticut passed most significant bottle bill expansion in the U.S. in about a decade. What does this legislation accomplish? And what is the status of proposed beverage container deposit program upgrades in nearby Vermont and Massachusetts?

•    At Long Last: EPR for Packaging Comes to the U.S.: Much-heralded progress occurred in 2021 with the passage of the nation’s first two extended producer responsibility (EPR) for packaging laws (in Maine and then Oregon). How did we get here? How can we develop model EPR legislation for other states?

•    Breaking New Ground: California and National Updates: California’s 2021 adoption of a comprehensive slate of recycling-related bills represents important progress in the nation’s third-largest state. And the introduction of legislation that would establish a national beverage container deposit-return system shows renewed support for a U.S.-wide solution. Can a national bottle bill finally become a reality?  

•    Where Do We Go From Here? These legislative changes are occurring at a time when the COVID pandemic has impacted beverage container demand and recycling, and disrupted the supply chain of recycled material. So what happens next? Our expert panelists will discuss what they expect the future to look like with new recycling legislation on the books and in the works.

Ontario is at the forefront of Extended Producer Responsibility for packaging with two successful packaging EPR programs: The Beer Store program for alcohol beverage containers and the Blue Box program for residential packaging and printed paper.

Presenters:

Jo-Anne St. Godard, Executive Director of the Recycling Council of Ontario, will discuss the good, the bad and the ugly of Ontario’s EPR program, including the framework’s evolution, financing and governance and lessons learned.

Dan Lantz, Vice President of Operations for Cascades Recovery, will provide valuable EPR insight from various perspectives including collection, MRF operator and brand owner. Dan will describe the many materials that comprise “printed paper and packaging” and will explain how each material type pays its own way in Ontario.
